Advanced Syntax for Prioritizing HTML over PDF

In addition to the current GoToFullText or FormatChooser syntax options, offer a route that goes straight to full text (skips the format chooser) BUT prioritizes HTML over PDF for full text. This is important for mobile users who prefer to read full text via HTML on publisher websites rather than PDFs which can be unwieldy on mobile devices.
